Posting Summary

Rutgers, The State University of New Jersey is seeking a Project Manager II for Information Systems and Technology at Rutgers Cancer Institute of New Jersey.

Under the direction of the Director, Information Systems and Technology, the Project Manager II leads and oversees IT projects in the applications/systems area as well as the infrastructure/telecom area. The PMII drives projects from original concept through post-implementation. The PMII is required to matrix-manage a team of technical and functional staff members in the course of each project. For any given project, the PMII functions as the primary liaison to the client (requesting) organization, IS&T management, internal and external service providers, and all other project stakeholders. The PMII is ultimately accountable for project success-delivering solutions within scope, budget and schedule. The PMII is required to adhere to formal project management practices and methodologies, and to apply these practices in a flexible way to ensure effectiveness in diverse circumstances.

Among the key duties of this position are the following:

  • Uses requirement-gathering techniques (e.g., planning sessions, brainstorming and focus groups) with stakeholders to develop/document detailed requirements as well as constraints and assumptions needed to establish project deliverables; and produce a project charter.
  • Develops the project work breakdown structure (WBS), project plan and other key deliverables (e.g., test plans) and manages them through the full IT project life-cycle.
  • Obtains project plan approval from stakeholders in order to formalize the project management approach.
  • Coordinates recruitment of a project team and the assignment of their duties, responsibilities and scope of authority.
  • Tracks execution of tasks as specified in the project plan in order to achieve project goals.
  • Responsible for creating and maintaining a risk plan and register. Communicate with appropriate stakeholders and develop
    risk mitigation plans.
  • Responsible for using appropriate change management processes to: manage changes to project scope, schedule and costs/budget; keep the project plan accurate, updated and reflective of authorized project changes; and, facilitate stakeholder acceptance.
  • Measures project performance in order to monitor the progress of the project. Identify and quantify any variances, perform
    any required corrective actions, and effectively communicate to all stakeholders.

Minimum Education and Experience

  • Bachelor’s Degree in Information Technology, Project Management, Business, or related discipline.
  • Minimum five (5) years of IT project management experience.
  • Experience managing multiple simultaneous projects.
  • Demonstrated experience with System Development Life Cycle (SDLC).
  • Demonstrated experience with telecom (networks, voice, wireless, inside/outside plant cable) implementation. 
  • Demonstrated experience leading project teams. 
  • Demonstrated experience applying formal project management methodologies.

Required Knowledge, Skills, and Abilities

  • Effective oral and written communication skills. 
  • Solid experience utilizing MS Project, or similar alternative, and MS Office Suite of products.  
  • Equivalent education, experience and/or training may be substituted for the educational requirements.

Preferred Qualifications

  • Experience on large and complex application implementations and experience on large and complex infrastructure/telecom implementations.
  • Experience with IT Projects in a healthcare and/or academic medical center environment.
  • Experience with Agile methodologies.
  • Familiarity with Project/Portfolio Management software systems
  • Project Management Professional (PMP) certification.

Physical Demands and Work Environment

  • PHYSICAL DEMANDS: Standing, sitting, walking, talking and hearing.  No special vision requirements. Lifting up to 25lbs. 
  • WORK ENVIRONMENT: Office environment. Moderate noise.
