Position Summary
University Information Services (UIS) provides
technical services and enterprise applications to the University of Colorado’s (CU) four campuses and the Office of the President. UIS is
committed to excellence in customer service, technical expertise, and the development of enterprise applications responsible for supporting
CU’s students, faculty, staff, and others.

CU Student IT Services (CU-SIS) supports CU’s catalog of enterprise student application
products and services which serve potential students, parents, alumni, faculty, staff at all four campuses and System, and over 67,000
active students. Components include Admissions, Campus Community, Customer Relationship Management, Degree Audit & Transfer Credit,
Financial Aid, International Student & Scholar Management, Student Financials, Student Records, and Online Education.

The Assistant
Director of Student IT Services assists in the management of those products and services and is a liaison regarding the student systems
product suite across campuses. This position is accountable for CU-SIS operations, processes, and efficiencies for multiple services in
support of the student systems product suite, including Application Management, Customer Relationship Management, Data Management, Identity
& Access Management, Information Security, Infrastructure Management, Service Operations, Solution Design & Development, UIS Operations, and
Vendor Management.

This position serves as an escalation point for team service issues and collaborates with other UIS Assistant and
Associate Directors to identify and implement process improvements. The Assistant Director is responsible for coordinating system upgrades,
evaluating new and underutilized features, assisting in budget development, contributing to and implementing CU-SIS guidelines, and
supervising Business Systems Analysts.CU leadership and UIS rely on this position for analysis and insight when making decisions regarding
the development and formulation of policies and guidelines, goals and objectives, and product strategy.

This position reports to the
Director of Student Information Technology Services and is exempt from the State of Colorado Classified System.
Duties
and Responsibilities

Duties and responsibilities of the position include, but are not limited to:

Business Process Improvement

  • Develops standards and guidelines for business process improvement to help CU-SIS improve and
    implement business processes to meet business requirements
  • Leads the introduction and use of techniques, methodologies, and tools,
    to meet business requirements and support consistency
  • Leads and plans activities to analyze business processes; identify
    solutions, assess feasibility, and recommend solutions which exploit new technologies and automation for the CU-SIS product suite
  • Provides leadership in the overall direction of UIS policies and procedures

Organizational Capability Development

  • Contributes to identifying new areas of CU-SIS capability improvement which may be enhancements to skills, technology, or processes
  • Prioritizes CU-SIS improvement opportunities, generates buy-in, and supports improvement activities
  • Mentors and supports
    CU-SIS continuous improvement activities.
  • Collaborates with UIS Assistant and Associate Directors to identify and implement UIS
    process improvements

Organizational Design and Implementation

  • Implements CU-SIS organizational structure and culture
    change activities
  • Advises on how CU-SIS organization structure, people development, jobs, teams, and roles need to change to
    enable the future business processes
  • Aligns existing CU-SIS organizational structures, roles, and jobs to new processes
  • Assists in the shaping of CU-SIS positions and determining appropriate compensation levels

Product Management

  • Manages the Student Information System (SIS) software lifecycle in coordination with customer needs and business cycles
  • Prioritizes SIS requirements and manages the backlog for SIS products
  • Assists in the coordination of SIS upgrades and new
    feature management and evaluation, including risk assessment, by assigning resources and providing subject matter expertise related to the
    applications supported
  • Coordinates and communicates with SIS stakeholders on things such as:
    • SIS strategic roadmap
      plans
    • SIS updates/changes
    • Regulatory update plans and schedules
    • Project and initiative decisions and
      status
    • Environment refreshes and maintenance activities

Requirements Definition and Management

  • Plans and drives scoping, requirements definition and prioritization for large, complex work efforts
  • Manages competing
    priorities and conflicts for SIS products
  • Contributes to standards and processes for requirements definition and management of SIS
    products

Configuration Management

  • Determines the configuration items (CIs) to be managed and tracked for SIS
    products
  • Ensures that operations processes are in place to maintain secure configuration, consistent management of CIs, and for
    the verification and audit of configuration records for SIS products
  • Identifies problems and issues and recommends corrective
    actions
  • Coordinates and executes SIS configuration work that isn’t owned by a specific business/module area

Methods and
Tools

  • Provides advice, guidance, and expertise to promote CU-SIS adoption of methods and tools and adherence to UIS policies and
    standards
  • Evaluates and selects appropriate methods and tools in line with agreed UIS policies and standards
  • Implements
    methods and tools at CU-SIS team level and identifies and recommends improvements
  • Contributes to UIS policies, standards, and
    guidelines for methods and tools

Business Analysis

  • Accountable for CU-SIS business analysis
  • Leads the
    selection of methods, tools, and techniques for CU-SIS
  • Oversees CU-SIS work to understand business needs and inefficiencies,
    identify solutions, elicit business requirements, and document requirements

Performance Management

  • Recruits, hires, and
    manages CU-SIS Business Systems Analysts (BSAs)
  • Allocates and delegates responsibilities among CU-SIS BSAs as appropriate
  • Provides feedback to CU-SIS BSAs throughout the performance management cycle
  • Ensures effective working relationships within
    the CU-SIS BSA team and those with whom the team interacts
  • Provides support and guidance to CU-SIS BSAs as required
  • Advises CU-SIS BSAs on career progression and encourages learning of skills and capabilities
  • Provides mentoring to support
    professional development of CU-SIS BSAs

Financial Management

  • Contributes to CU-SIS financial planning and
    budgeting
  • Aids in the development of CU-SIS annual budget needs

User Experience Evaluation

  • Plans user
    experience evaluation to validate that SIS products meet usability and accessibility requirements
  • Facilitates SIS product
    usability tests, interprets results of evaluations, and prioritizes issues

Relationship Management

  • Identifies the
    communications and relationship needs of the CU-SIS stakeholders from an operations perspective and translates engagement strategies into
    deliverables
  • Facilitates open communications, discussion, and decision-making between stakeholders
  • Captures and
    disseminates technical and business information regarding SIS products

Other Duties

  • Serves as backup to the CU-SIS
    Associate Director
  • Serves as backup to CU-SIS Application Managers and BSAs by providing customer service coverage as needed
  • Manages operational requirements for CU-SIS projects including scheduling, assigning, and designing operational procedures
  • Produce operational metrics, reports, strategic roadmaps, and recommendations
  • Performs special projects and other duties, as
    assigned, to flex to a changing technology services landscape

System Administration, which also
houses the Office of the President, is located in the uptown neighborhood of Denver with a few smaller offices located on the campuses.
However, this position has the ability to work remotely. Many of our departments support the educational and research missions of the
four University of Colorado campuses, but System Administration is not considered a campus. We provide diverse opportunities for

What we
offer:

Salary: The anticipated hiring salary range has been established at $84,700 – $118,000.

The
market salary range for this position is $84,700 – $121,700.

The salary of the finalist selected for this role will be set based on
a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary
range (or anticipated hiring salary range) represents the University’s good faith and reasonable estimate of the range of possible
compensation at the time of posting.

Qualifications
Minimum Requirements

  • Bachelor’s
    degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted
    for the educational requirement on a year-for-year basis)
  • Five (5) years of professional experience managing IT applications,
    projects, services, and/or processes within a department
  • One (1) year experience in a managerial or supervisory role, which
    includes:

    • Managing personnel, developing/mentoring direct reports, and completing performance reviews to ensure continuous
      improvement, high performance, and employee retention

Preferred Qualifications

  • Bachelor’s or post-baccalaureate degree from an accredited institution of higher education in computer science, computer
    engineering, information systems, information technology, or field of study related to the work performed
  • Seven (7) years of
    professional experience managing IT applications, as indicated above
  • Two (2) years’ experience in a managerial or supervisory
    role, as indicated above
  • Experience with one or more of the following:
    • Student information systems, including managing
      system modules/service areas
    • Managing enterprise application patching and regression testing functions
    • Working with
      application development teams
    • Oracle PeopleSoft Campus Solutions
    • PeopleTools 8.57+
    • Integrating enterprise
      student systems to 3rd party applications
    • Analyzing business processes and best practices in a higher education environment
  • Accessibility, universal design, and/or user experience/user interface (UX/UI) design certifications (e.g. Certified
    Usability Analyst, Certified User Experience Analyst, UX/UI Master Certification, etc.)
  • Project management and/or business
    analysis certifications (e.g. Project Management Professional, Certified Business Analysis Professional, etc.)
