Job Summary
Plans, directs and coordinates college activities in Information Technology, specifically in the field of Cybersecurity. Develops and enforces the organization’s security policies and procedures, security awareness program, the cybersecurity portion of the business continuity and disaster recovery plans, and all industry and government compliances issues. Incorporates the design of and develops security procedures to allow the deployment, management, control updating of platform and user specific security policies on a diverse range of internal hardware platforms supporting various software operating systems. Serves as backup to CIO. Position is accountable for enabling the college’s educational mission in a secure manner and for managing the resources of the Office of Computer Information Systems to this effect.

Minimum Salary: $71,265
Responsibilities
Acquire and manage the necessary resources/Advise senior management (e.g. CIO). (30%)
- Manages financial resources and key security personnel to support IT security goals and objectives and reduce overall organizational risk.
- Oversees or conducts risk assessments to identify risk and to develop security measures and controls for mitigation.
- Develops and implements IT system security plans, projects and initiatives.
- Plans, implements, manages, and coordinates security measures for information systems to regulate access to computer data and prevent unauthorized modification, destruction, or disclosure of information.
- Implements strategies for the protection of data, data storage, and transmission paths.
Cyber strategy (30%)
- Designs/Implements a cyber strategy that outlines the vision, mission, and goals that align with the organization’s strategic plan and assures full compliance with the laws and applicable regulations.
- Ensures that disaster recovery and business continuity plans are in place and tested.
- Monitors the use of data files and regulates access to safeguard data and information in computer files.
- Manages the installation, maintenance, and support of cybersecurity products/services.
- Works with business owners, IT managers, staff, and vendors in order to provide timely and efficient IT coordination of security services to meet agency needs.
- Serves as Subject Matter Expert (SME) representing the college on all issues relating to college information security.
Policy and Awareness. (20%)
- Recommends policy and coordinates review and approval.
- Creates reports on status of college cybersecurity programs and projects.
- Communicates to senior executives through oral or written reports and presentations.
- Ensures that plans of actions and milestones or remediation plans are in place for vulnerabilities identified during risk assessments, audits, inspections, etc.
Collaboration and Support (20%)
- Collaborates with key stakeholders to establish a cybersecurity risk management program and manages a reoccurring information security risk assessment.
- Manages servers within the college.
- Serves as backup to CIO in their absence.
Required Qualifications
- Bachelor’s degree in a related field.
- Several years of related experience in Information Technology, TWO of which were in cybersecurity or information assurance.
Preferred Qualifications
- Master’s degree in a related field.
- Cybersecurity experience in higher education.
- Information Technology experience in higher education.
- One of the following licensures/certifications: CISSP, CISM, CCNA, CISA, MCSE, Security+, or equivalent certifications.
Knowledge, Skills, & Abilities
- Knowledge of State and Federal regulatory laws and standards for the safeguarding of sensitive information and data.
- Knowledge of the federal risk management framework.
- Knowledge of current cybersecurity technology and software tools.
- Knowledge of IT project management methods and techniques.
- Ability to design/develop cybersecurity incident response plans and procedures to include procedures for the preservation of electronic evidence to legal standards.
- Ability to apply security architecture to design, using security appliances such as firewalls, host and network intrusion detection, software tools to protect IT infrastructure and assets.
- Ability to design/develop cybersecurity disaster recovery and cybersecurity continuity plans.
- Ability to develop cybersecurity performance metrics to measure effectiveness and maturity.
- Ability to prioritize and direct the work of others.
- Ability to produce technical writing in the area of information security.
- Performs risk assessments and analysis to identify areas of risk and develop cybersecurity measures and control for mitigation.
- Develops and implements IT system security policies, programs, plans, projects and initiatives.
- Plans, implements, manages and coordinates security measures for information systems to regulate access to computer data and prevent unauthorized modification, destruction, or disclosure of information.
- Manages/monitors use of data files and regulate access to safeguard information in computer files.

- Ability to perform job responsibilities with minimal supervision.
