Summary of Position

The Director of Portfolio and Project
Management will report directly to the Enterprise Portfolio Management Services and Customer Engagement and oversee the project portfolio
for the entire USNH IT Enterprise. This leader guides a team that designs and implements project
and portfolio management standards,
orchestrates system analysis, requirements development, project plan development, and life cycle management of highly complex USNH
enterprise business and enterprise systems and applications. Provides mentorship, training, and functional
leadership of project
management activities throughout the university system. Partners with the process redesign teams and governance functions to ensure that
contemporary business processes are considered as part of Enterprise IT modernization and transformation efforts.

Other minimum qualifications

Fifteen years of combined experience as a business
analyst, project manager, portfolio manager, and business process improvement professional, with at least five years of experience in the
information technology field, or supporting information technology projects and programs. At least ten years of experience leading,
managing, and professionally growing people and teams.

Duty/Responsibility

Oversee design and
implementation of project and portfolio management
standards, processes, and tools across USNH IT. Perform analysis on
existing
project and portfolio management standards, processes, and tools.
Recommend changes to information technology management
consistent
with achieving broad objectives. Provide training, coaching, and guidance to
information technology management in support
of adopted standards and
tools. Oversee reporting requirements and ongoing management of
standard
methodologies.

Duty/Responsibility

Evaluate business and system requirements, and project plans to
ensure
adequate scope and resourcing against a projected timeline and
organizational priorities. Ensure organizational/departmental
readiness to
execute the project and maintain functionality post-implementation.
Evaluate proposed system solutions, and recommend
improvements to
implementation plans, quality assurance strategies, user acceptance, and
training plans for quantifiable outcomes
that meet the timeline, cost, and
expected performance standards. Educate and communicate
implementation plans to IT community and
other stakeholders, including
metrics to show ROI, TCO and to ensure adoption and
success.

Duty/Responsibility

Oversee the IT portfolio/project management component for critical,
highly
complex, broad scope information technology projects. Specific duties within
this category may include Partnering with the
project sponsor to define projects,
objectives, scope, schedule, budget, and outcomes. Partner with various
internal and external
departments to ensure effective teamwork in the
planning, development, operation, and support of projects. Conduct quality
reviews of
project charter and plan, including success criteria. Direct and/or
functional supervise staff participating in
projects.

Duty/Responsibility

Supervise assigned staff. The supervisory role includes responsibilities
of
performance management, professional development and
hiring/termination authority.

Participate in IT and university-wide
activities as assigned. Other duties as
assigned.
