POSITION OBJECTIVE

The director is the strategic leader for developing and maintaining productive, efficient and
effective operations for information technology for the School of Medicine (SOM) and all its programs. The director is responsible for
technology strategy, direction, implementation and investment for the SOM. The director works closely with SOM leadership and UTech
leadership to develop short- and long-term IT strategic initiatives in the changing academic business environment to assure IT needs are
accomplished within financial limitations. The director is the primary IT liaison for the SOM and one of the primary IT liaisons to
affiliated hospitals. 

ESSENTIAL FUNCTIONS

  1. Develop and actively monitor the long-range strategic
    plan for IT that outlines objectives and strategies for the SOM. Work closely with the Assistant Dean for Finance and Planning to assure
    strategic initiatives are incorporated into appropriate strategic plans (University, School of Medicine, and UTech) and budgets. (20%)
  2. Direct teams needed to meet the responsibilities for information technology in both the short and long term. Evaluate successes by
    tracking efforts according to project management best practices with clear expected outcomes and timelines. (20%)
  3. Sit on the Vice
    Dean for Medical Education leadership committee to provide leadership and advocate for innovative and effective use of information
    technology that delivers better student outcomes by keeping abreast of new technologies and understanding how they affect medical teaching
    and learning. Advocate effectively for their use by developing collaborative strategies resulting in productive working relationships with
    other university groups using educational technology. (20%)
  4. Manage the following, but not limited to IT teams for the School of
    Medicine: a) application development for education, administration and supported research, b) server and database
    administration/maintenance, c) user support for faculty and staff, d) user support for medical students, and direct systems and networking,
    6) project management, 7) web design, and 8)classroom services. (15%)

NONESSENTIAL FUNCTIONS

  1. Maintain the technology infrastructure and business systems and ensure the school provides high quality, best practice systems and
    support to enhance its teaching, learning, administrative, and research missions, as well as faculty in their academic-related clinical
    work, while ensuring reliable operational effectiveness and efficiency. Review services and contracts as appropriate to ensure best usage of
    fiscal resources. Ensure systems are monitored according to best practices. (5%) 
  2. Participate in the dean’s senior
    operations group or similar groups and committees. The purpose of the group is to identify, evaluate, design and implement new programs,
    initiatives and operational policies. This group is made up of the Vice Dean for Finance and Planning, Vice Dean for Research and other vice
    deans and associate deans. (5%)
  3. Be the primary IT liaison for the school to the university and affiliated hospitals and have full
    authority to speak on the school’s behalf. Sit on various school, university and national committees representing IT innovations and
    developments for the SOM. (5%)
  4. Collaborate with other areas of UTech to identify, evaluate, design and implement new programs,
    initiatives and operational policies. Work collaboratively with UTech to deliver the best IT service at the most economical price. Utilize
    existing and future IT services as much as possible without disrupting critical SOM operations. (5%)
  5. Facilitate support of research
    IT activities within the SOM. (5%)
  6. Perform backup role for server management, web development and user support when needed.

  7. Develop and manage budgets and revenue streams related to IT initiatives. (<1%)
  8. Perform other duties as
    assigned. (<1%)

CONTACTS

Department: Continuous contact with team members within the
department/division. Regular contact with UTech senior leadership, including CIO, AVPs, senior directors to participate in the
implementation of the strategic plan and to foster better communications across all UTech groups.

University: Frequent contact with
faculty, staff and students throughout the SOMto provide support for academic programs and support the ongoing effort of proactively
collecting feedback for constant improvement. Frequent contact with administrators and IT lead of Cleveland Clinic Lerner College of
Medicine to be aware of their technology environment and to build relationships.

External: Frequent contact with technology vendors
and IT leaders in other medical schools, both national and international to identify and implement best practices.Occasional contact with IT
leaders and IT staff of affiliated hospitals to identify and implement best practices.

Students: Frequent contact with medical
students to provide support and obtain feedback. . Occasional contact with students in various masters programs throughout the SOM to
provide support and obtain feedback.

SUPERVISORY RESPONSIBILITY

Supervise the efforts of staff in assigned
areas and/or cross-functional teams in support of initiatives. Provide mentoring, coaching and direction setting to team members. May lead
matrix teams consisting of resources such as: service managers, engineers, application developers, analyst programmers, project managers and
business analysts. Serve as a mentor and coach for UTech and community information technology leadership.

QUALIFICATIONS

Experience: 10 or more years of progressive experience in information technology leadership,
preferably in a medical school; at a minimum in an academic environment with research computing/technologies or other health professions
school. Prefer 3 to 5 years of demonstrated management/ supervisory experience. Prefer experience in a technologically advanced higher
education environment with a broad knowledge of information technology, higher education, and management issue and trends.

Education/Licensing: Bachelor’s degree in Information Technology or related field; Master’s degree and Project Management
Professional (PMP) preferred.

REQUIRED SKILLS

  1. Knowledge and understanding of commonly-used concepts,
    practices, and procedures within the field of information technology in an academic and research environment.
  2. Understanding of and
    experience with information security best practices.
  3. Understanding of and experience with federal regulatory security requirements
    in an academic setting (FERPA) and research setting (HIPAA, FISMA and others).
  4. Proficiency in Microsoft Office 365, Google Apps for
    Education, database management and other information technologies currently in use in the School of Medicine.
  5. Understanding of and
    experience of project management best practices.
  6. Proficiency in IT Service Management best practices.
  7. Must demonstrate
    willingness to learn new techniques, procedures and processes, as needed.
  8. Ability to handle sensitive, confidential and/or
    proprietary information. Ability to exercise meticulous care in the maintenance, control and accessibility of sensitive information.
  9. Strong managerial capabilities spanning planning, budgetary and personnel management. Knowledge of basic finance and accounting
    practices is preferred.
  10. Exceptional interpersonal, communication and organizational skills along with the ability to prioritize and
    multi-task is required. Very strong demonstrated writing, editing, speaking and presentation skills are required with the ability to
    communicate complex issues to a variety of audiences. Ability to actively listen, responsive to verbal and non-verbal clues. Ability to
    effectively and professionally communicate and work with various individuals from a broad spectrum of disciplines, technical and educational
    backgrounds. Ability to deliver executive-level project communications.
  11. Excellent customer service skills; ability to maintain
    effective working relationships and address the potential and current needs of customers. Ability to develop in-depth understanding of
    client needs in order to be more helpful. The ability to consider how different audiences are likely to respond and choose the best method
    of communicating the message to each audience. Demonstrated ability to support customers with care and diligence, work to resolve root cause
    of problems.
  12. Ability to work effectively independently and collaboratively within a team. Must be highly motivated, responsible,
    dependable and a self-starter. Ability to help a group of people understand their common objectives and assists them to plan how to achieve
    these objectives.
  13. Ability to develop and maintain positive working relationships with university business units in regards to
    understanding their business needs. Maintains a high level of trust and confidence. Partners with university business unit to address
    critical project issues, setting priorities and expectations for resolution of open project items impacting the performance and/or stability
    of the application. Ability to build consensus across multiple business units. Ability to interact with colleagues, supervisors, and
    customers face to face.
  14. Ability to effectively manage and guide group efforts. This includes providing appropriate level of
    feedback concerning group progress. Ability to manage and coordinate the activities of individuals over which the individual may have no
    direct authority. Strong coaching and mentoring.

    must be able and willing to (work in a fast-paced, changing environment, and conform to shifting priorities, demands and
    timeline.

WORKING CONDITIONS

There are periods of stressful times especially during
project deadlines. There may be occasional pressure from demanding clients. Due to time constraints, many functions and reports must be
completed on set deadlines. Some activities may require working outside of normal business hours. Travel between various locations on campus
may be required. The employee may be required are to carry a cell phone, during and after their normal work hours, including weekends to
attend to after-hours emergencies. The position requires typing on a computer keyboard and using a computer mouse and a printer. May
occasionally meet with students in faculty or students in labs where chemicals, radioisotopes, or blood borne pathogens are used. When this
occurs, appropriate safety conditions will be used. Other conditions are typical of an office environment. Occasional travel may be
required.
