Description of Work Unit

This work unit exists to provide a full range of information systems management, programming, and data support activities for Facilities Management by analyzing, designing, developing, implementing, and maintaining data and information systems fundamental to the Facilities Management Department’s ability to fulfill its mission. The unit is also the lead partner of and responsible for coordinating the use of the University’s Integrated Workplace Management System (IWMS).

Position reports to the Associate VP for Facilities Management.

Position Summary

This position manages the Computer Services section within the Facilities Management department. Services include management oversight of network administration and programming services to support departmental information technology needs; maintains responsibility as the primary technical support and coordination of the University IWMS; long-range and near-term management of costs and planning of networking activities and budgeting; and, oversees and manages departmental network. This position supervises five FTE’s who are responsible for maintaining the computers (desktop and laptops), tablets, cell phones, software, databases and the departmental web site. The position is responsible for the creation, execution, tracking and maintenance of the section budget of $1,058,932 in FY20. The position also provides oversight and management of technical support and program documentation on an as needed basis, as provided by the section.

Required Job Qualifications

  • Bachelor’s Degree in Computer Science, Computer or Management Information Systems or related field.
  • Five years’ experience in the IT environment, which must include a minimum of Three years’ experience in any combination of programming, network operations, server operations; and experience working with an enterprise resource system, such as an integrated work management system (IWMS); and supervisory experience.

Preferred Job Qualifications

  • Experience with operating systems such as Windows Server, Windows PC, etc.
  • Experience with various database products such as SQL.
  • Three years experience with an integrated work management system.
  • Experience with budget development experience in a large-scale IT environment.
  • Three years’ experience managing/supervising employees within IT operations including goal setting, performance management and evaluation, providing guidance and direction, corrective and disciplinary measures, etc.
  • Supervision skills, including basic knowledge of personnel, human resources, and EEO principles and practices.
  • Experience with IT strategic planning.
  • Experience working in a variety of organizations structures.
  • Experience acting as a liaison with various stakeholders.

Job Duty Category: System Administration and Coordination

Duty/Responsibility

System Coordination: Responsible for coordinating, and working with, other University departments (as well as Facilities Management units) on the use of the University’s Integrated Workplace Management System (IWMS). The position works with the departments using the IWMS as well as departments impacted by the IWMS. It is the position’s responsibility to work with the impacted departments to help them understand the effect on their department as well as the functionality of the IWMS. The position is also responsible for working with other departments that might be interested in using the IWMS. If they choose to use the IWMS, this position is responsible for coordinating their implementation of the IWMS. The position is also responsible for working with the IWMS vendor and coordinating services and support from the vendor for the university.

The position is responsible for working with the other units in Facilities Management to guide, support, recommend and implement systems that support the running of their business.

Job Duty Category: Network and Systems Administration

Duty/Responsibility

Network and Systems Administration – Administer departmental computer network: configure, debug, install, monitor and update network; test, update, modify, troubleshoot, monitor operating system and application software; identify user and system needs and make recommendations for design and installation of new network systems or enhancements; recommend network standards, diagnose, identify and resolve malfunctions; configure, monitor, maintain, test and update the security of the network and systems. Supervise unit’s interaction with campus partners to identify, diagnose, troubleshoot, coordinate networking and system issues. Manage incident response when issues is escalated beyond the normal purview of the system administrator including, but not limited to, interacting with departmental management to keep them up to date in any possible impacts of networking issues to the operations of Facilities Management or the University. Represent Facilities Management at appropriate university wide meetings (Subnet Managers, et al). Coordinate with Maintenance Operations to provide support to the building automation systems (access systems, environmental controls, lighting, etc.).

Job Duty Category: Budget creation, tracking and management

Duty/Responsibility

Determine, manage and create the unit’s annual budget. Track expenses during the fiscal year to insure that the unit’s expenses do not exceed budget. Use the data collected from expenses to create, modify and maintain the budget during the fiscal year and for the next fiscal year. Determine and prioritize needs for the best use of budget allocations to accomplish the unit’s mission. Project upcoming expenses to allow the unit to make request for future budget increases or one-time money. Determine the amount and how the other units in Facilities Management are charged for services from the unit. Items covered in the sections budget include the IWMS maintenance, training for the section, hardware and other software used by the department.

Job Duty Category: Supervision

Duty/Responsibility

Position is responsible for supervision of the employees who: maintain the computer hardware and software on workstations attached to the computer network, provide user support for the department, maintain the departmental web site, maintain the departmental network, maintain mobile devices and provide support in all of these areas. The unit is responsible for maintaining software licenses. The position oversees the interactions between employees and units outside of Facilities Management in support of the department’s mission. Position is accountable, including signature authority, for actions and decisions affecting the pay, status, and tenure of these employees. Responsible for creating, maintaining and administering performance plans for these employees as well as dealing with any issues involving corrective actions, resolving informal grievances and initiating disciplinary actions. This position is also responsible for the hiring process, interview applicants, and recommends hire, promotion or transfer of these positions. Position also oversees and recommends training and education for the employees it is responsible for to encourage employee growth. The position works in coordination with the employee to develop a career path for the employee to help retain the employee at the University.

Duty/Responsibility

Answer questions and help computer users as needed. Resolve vendor issues concerning software, hardware and mobile devices. Prepare appropriate user guides for department-wide use. Document policies/procedures on an as-needed basis. Create new, modify and maintain existing programs.
