(unclassified) IT Program Manager position.

Program Managers are responsible for the day-to-day operation of a program, function or work unit,
including the development and implementation of processes consistent with college, school or departmental strategies and processes. These
positions typically do not supervise others.

Nature of Work

The Division of General Internal Medicine at the
University of Colorado School of Medicine is seeking an Information Technology Program Manager (GIM Clinical Data Specialist). The GIM
Clinical Data Specialist will support data analysis needs for clinical and division leadership teams. The Clinical Data Specialist is an
expert regarding the variety of data sources, EPIC reporting, data validation, and clinic operations and will use these skills to develop
novel reports, interpret clinical data, communicate findings, and provide counsel. This will include analysis such as advanced statistics,
identifying trends, evidence synthesis, and data visualization.

Professional Field

Responsible for overseeing
the General Internal Medicine Division clinical data programs that contribute to improving the quality of care delivered in the Internal
Medicine practices. This includes having expert level knowledge regarding the composition and limitations of existing report, having expert
level knowledge about available data sources, creating new reports, validating data, synthesizing data, and presenting data for use in
academic, operational, and clinical applications.

Examples of Work Performed

Work duties include developing
reports, developing instruments to operationalize data, developing mathematical solutions to clinical problems, converting clinical and
operational improvement projects into scholarly products, and overseeing the clinical data program for the division.

Data
Management and Analysis:

  • Retrieve data from a variety of sources including but not limited to: EPIC, Power BI, Sharepoint,
    Epic Userweb, Health Data Compass.
  • Create and manage Excel spreadsheets to create reports, run descriptive statistics, and
    create tables and graphs.
  • Interpret data for use by leadership and clinical teams, which includes identifying trends,
    anomalies, and gaps; making recommendations for overcoming data limitations; and making recommendations for how to apply the data.
  • Synthesize data from different sources.
  • Perform chart reviews in Epic to validate data and evaluate changes to workflows
    or operating procedures.
  • Perform clinical effectiveness analyses.
  • Clean data for analysis by reviewing data for
    gaps, anomalies, outliers, and unexpected trends. Provide instruction and oversite to others on how to properly prepare data for analysis.
  • Create informative visualizations using tools like Tableau.
  • Manage Teams, Sharepoint, or other centralized
    documents for leadership and improvement projects.
  • Manage data storage of PHI and other sensitive data following HIPAA
    guidelines.
  • Oversee data provided for annual clinical evaluations.
  • Oversee Clinical Data Specialist communication
    with EPIC analysts to acquire appropriate data for improvement projects.
  • Develop and maintain standard operating procedures for
    clinical data programs.
  • Participate in multidisciplinary meetings and work groups.
  • Mentor and provide guidance to
    junior team members.

Clinical Scholarly Work:

  • Oversee clinical data provided for Division investigator grant
    submissions, i.e. clinic demographics, eligibility, diagnosis prevalence.
  • Provide data and analysis for professional
    manuscripts or presentations.
  • Lead development, writing, and submission of professional manuscripts or presentations.
  • Design chart reviews using EPIC for clinical scholarly projects.
  • Provide consultation and expertise to faculty and staff
    developing surveys for clinical scholarly work.
  • Analyze surveys conducted for clinical scholarly work.

  • Independently manage deadlines and produce top tier deliverables for clinical scholarly projects.

Grants for Clinical
Improvement Projects:

  • Oversee administrative support provided to faculty for clinical quality improvement grant
    opportunities.
  • Coordinate grant development throughout the lifecycle, from application to post-award in coordination with the
    GIM grants team
  • Generate reports for on-going grant programs such as UPL.
  • Create a system and oversee the
    preparation of IRB submissions for clinical improvement projects.

Supervision Received: Reports to the Associate
Director of Strategy and Operations. Must be able to work collaboratively and proactively with the members of the clinic leadership team,
faculty, and staff. Serves as the Division expert for most clinical data applications.

Supervision Exercised: As the
Clinical data program expands this position will provide direct supervision to junior members of the team.

Qualifications

Minimum
Qualifications:

  • A bachelor’s degree in a healthcare related field, computer science, management/computer information
    systems, computer engineering, information technology, or a directly related field from an accredited institution.
  • Nine years
    of experience working in a healthcare setting

Applicants must meet minimum qualifications at the time of hire.

Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s
degree on a year for year basis.

Preferred Qualifications:

  • Expert level experience with electronic medical
    records, Epic preferred
  • Qualitative Data coursework
  • Advanced mathematics & statistics coursework
  • Six
    (6) years data management experience
  • Certificate in Fundamentals in Data visualization
  • Nine (9) years of project
    management experience
  • Experience using Power BI, Sharepoint, Epic Userweb, and Health Data Compass
  • Advanced level
    of Microsoft Excel Experience using formulas, pivot tables, writing rules and creating graphs

Knowledge, Skills, and
Abilities:

  • High level of proficiency in Microsoft Excel including writing formulas, creating pivot tables, writing
    rules, and creating graphs.
  • High level of proficiency with the rest of the Microsoft suite including Outlook, Word, and
    PowerPoint.
  • Must have a high level of knowledge of the clinical environment.
  • Ability to analyze and solve complex
    problems and apply analytical approaches.
  • Must be organized and able to work independently to manage and meet deadlines.
  • Must be able to multi-task and work with frequent interruptions.
  • Must be able to communicate effectively, both orally and
    in writing.
  • Must be able to establish and maintain effective working relationships with internal and external stakeholders.
  • Demonstrable skills in diplomacy, tact, and working with sensitive and confidential information are required
