The IT Shared Services has an opening for a full-time University Staff (unclassified) IT Program Manager position.

This position serves as the IT Program Manager for custom build solutions in the School of Medicine comprised of C#/.Net and
cloud-based applications with multiple transactional and analytical Microsoft SQL Server databases. It resides on the Information Services
team which helps advance health science education and research by improving data integrity, increasing access to information, facilitating
collaboration through technology, reducing technology costs, and providing customer-centric service. Closely partnering with leading heath
science researchers, clinicians, and medical educators is a key component to the success of this role to ensure technology solutions help
advance the school’s missions. Being able to work with all levels of faculty and staff to translate business process into viable, easy to
use technology solutions is critical to the success of this position. In addition to collaboration with clients, this position must instill
strict adherence to HIPAA, FERPA, and NIST regulations for the technology and data storage solutions across the team.

This position
is also responsible for overseeing new project requests and implementations from requirement gathering, architecture, development, and user
adoption in support of the information technology services for the School of Medicine. Being accountable for application level and system
analytics, setting performance thresholds, and continuously monitoring the solutions with tools like New Relic is part of the day-to-day
operations that fall under this role. This position will work closely with the system administration team to ensure the infrastructure is
setup properly and running as expected. A strong working knowledge of IIS configuration, domains registration and setup, and SSL

Examples of Work Performed


  • Directly supervise a team of C# developers/programmers and database administrators supporting existing applications and the development of
    new custom applications.
  • Monitor, analyze, design, and develop custom software applications for the School of Medicine.
  • Maintain, support, and upgrade existing custom-built solutions.
  • Test new software solutions, assist with quality
    assurance, and identify and resolve issues and errors.
  • Ensure the best possible performance, quality, and responsiveness of
    applications.
  • Facilitate collaboration and distribution of responsibilities on the technical team.
  • Distribute and
    manage workload across projects.
  • Provide technical guidance and expertise on shared application architecture and security.
  • Manage GitHub master repository for the Information Services team.
  • Setup and monitor application performance with
    New Relic and other application and infrastructure monitoring solutions.
  • Setting up and managing Google Analytics for
    application usage trends.
  • Developing recommendations and proposals to help advance the application development and informatics
    program within the School of Medicine.
  • Instilling solid user interface design standards across the custom solutions.
  • Meeting with faculty and staff to socialize existing solutions and flesh out requirements for new and existing systems.

  • Review code from colleagues and junior developers.
  • Provide end-user support for a suite of applications as needed.

  • Collaborate with a team of application and database developers.

Qualifications

Minimum Qualifications:

  • A bachelor’s degree in
    Computer Science, Information Technology, or related field. Substitution: A combination of education and related professional experience
    may be substituted for the bachelor’s degree on a year for year basis.
  • 5 years of experience managing a technical development
    or informatics team.
  • 5 years of ASP.NET experience.
  • 5 years of database design and development experience.
  • 5 years of JavaScript, HTML/CSS experience.
  • 3 years of direct supervision experience.
  • Experience overseeing
    project requirements and deliverables

Required: Applicants must meet minimum qualifications at the time of hire.

Candidates will be responsible for travel expenses related to the interview process and any relocation expenses, if applicable.

Preferred Qualifications:

  • Experience with a multi-tiered environment.
  • Experience or training
    with best software development practices and use of development , test, and production environments.
  • Experience with OAuth,
    OpenID Connect, and SAML Authentication.
  • Experience managing IIS and Windows Servers.
  • Experience with Microsoft
    Azure or other Cloud Providers.
  • Experience with Microservice Architecture.

Salary and
Benefits:

The salary range (or hiring range) for this position has been established at $70,102 to $105,000.

The
salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity,
experience, education, specialty and training.

The above salary range (or hiring range) represents the University’s good
faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for
overtime compensation.
