Job Summary:
Information Technology (IT) provides information resources and technology services to
the entire campus community supporting the academic mission. IT also provides technical assistance in the design, acquisition, installation,
and maintenance of the campus systems, media, and telecommunications infrastructure, including; desktop computer equipment; institutional
databases; enterprise-wide applications; technology-equipped classrooms, distance learning classrooms, telecommunications systems;
centralized access to a campus-wide software library, remote online services, open-access and program-specific computer labs, consulting,
training, and user support. Information Technology assists University leadership in strategic planning for technology initiatives that
strengthen both efficiency and effectiveness.

The IT Project Manager position is part of a four-person team and
reports to the Project Management and Business Analyst Supervisor. The Project Management and Business Analyst Supervisor reports to the
Senior Manager for Enterprise Application Services. The Senior Manager for Enterprise Application Services reports to the Chief Information
Officer (CIO).

This journey-level position manages IT projects that include integrating and implementing new systems, software
applications, and technologies. Additional responsibilities include project planning for applications, databases, systems, and
infrastructure. This position may also engage in the analysis and translation of data and business requests to create business requirements
and documentation for both functional departments and the Information Technology department for application or report development.

Required Qualifications:

  • Bachelors degree in Computer Science or Information Technology or
    related discipline. Work experience may be substituted for formal education.
  • Professional certification(s) in Project Management
    such as PMI, CSM, or other relevant PM certifications.
  • Demonstrated experience implementing, managing and/or administering
    systems.
  • Three (3) years of recent professional experience performing business process and systems analysis, requirement
    definition, and/or documentation.
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency,
    universal accessibility, and/or diversity.

Preferred Qualifications:

  • Knowledge and experience working in higher
    education and/or financial environment with areas dealing with information systems management and support systems

systems.

  • Prepares and maintains documentation for the fundamental components of a project,
    schedules, resource requirements, budgets, risks, opportunities and issues, and quality requirements.
  • Prepares and maintains
    project definitions and requirements.
  • Determines the best means of satisfying requirements within the context of the projects
    objectives and constraints.
  • Prepares and maintains schedules for activities and events for projects, considering dependencies and
    resource requirements.
  • Develops, implements, and updates resource allocation plans for projects, considering staff availability and
    scheduling.
  • Applies risk management processes.
  • Applies quality management processes for project activities and
    outputs.
  • Manages stakeholders, taking into consideration their levels of influence and particular
    interests.

for various business units and systems.

Task(s):

  • Conducts and defines needs assessments, configuration
    specifications, business analysis, reporting, and alerting requirements for complex systems using tools such as source control and SQL
  • Performs in-depth analysis of complex technical issues using independent judgment to develop
    solutions.
  • Identifies and creates documentation for systems and users.
  • Working with staff and stakeholders, performs
    testing and quality assurance.
  • Identifies, diagnoses, and resolves moderate operational problems that affect supported business
    units, departments, and software module, and/or technology areas.
  • Devises new procedures, standards, tools, and techniques when
    they dont exist or are inadequate, which will increase the teams throughput and quality of work.

business requirements from business stakeholders and translates requirements into functional and technical requirements to create
technological solutions.

Conditions of Employment:
This position, during the
course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value, as well
as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is
contingent upon successful completion and passing of a background check prior to beginning employment.

All new
employees must comply with EWU Immunization Policy 602-02 and provide proof of immunity or vaccination to MMR and proof they are fully
vaccinated against COVID-19 before beginning work at EWU. Waivers for the immunization requirements are available for medical or sincerely
held religious beliefs.

This position is covered by the Washington Federation of State
Employees Collective Bargaining Agreement.
Salary Information: The salary range for this position is $77,544 (minimum) up to
$101,748. Where the hired candidate will begin within this range is dependent on education, experience and skills.
