IT Team Leader

This position reports to the Director and is responsible for overseeing all technical aspects of the department. These tasks include, but are not limited to, guiding the technology direction of the department, specifying and procuring servers/computers, serving as technical liaison with other campus entities, performing database administration and reporting, overseeing physical network, maintaining technology inventory, providing end-user support, developing user applications as appropriate, maintaining and enforcing system security policies, and working with product vendors as necessary.

Qualifications

Responsibilities:

  • Maintains all computers and technology in department

Coordinates with Director to guide maintenance of all computers and technology in department. Supervises IT Technologist position & provides support needs of desktops & printers; specialized NCIC/CJIS workstations; a large-format plotter; a fleet of iOS-based enforcement devices; and other assorted equipment such as laptops and LTE hotspots. Troubleshoots & resolves issues with patch management, network monitoring, and other critical IT infrastructure. Assists with implementation, troubleshooting, and resolution of issues with online permit purchasing & request systems which are both vendor- and UTK-hosted. Ensures staff have necessary system permissions and access (to file shares, the Flex parking management system, parking or transit website backends, etc.) to execute their duties.

  • Ensures IT Security for department

Coordinates with Director to guide departmental IT security strategy. Maintains and annually updates PTS’ Information Security Plan. Maintains, and annually audits PTS’ network configuration in the Stephenson building, OIT’s datacenters, and distributed campus locations (Vol Hall, Circle Park). Maintains network monitoring infrastructure per past audit findings.

  • Researches and deploys appropriate technologies for UT Parking

Responsible for departmental enforcement device fleet. Maintains departmental mass-storage solution, both local and offsite, for millions of enforcement photos. Manages IT elements of departmental parking technologies such as parking guidance systems, gate, access and revenue systems, departmental permit requests & online purchases.

  • Supports technologies, business functions, and staff in other divisions (25%)

Coordinates with vendors to provide initial project management (from initial scoping & sales discussion to contract execution) and permanent, ongoing support for various parking technology systems. Coordinates with departmental staff on special projects. Coordinates with departmental staff to ensure that recurring training sessions & meetings have necessary technical and audio/visual capabilities. Provides support for departmental websites for both the parking and transit aspects of PTS’ operation.

Knowledge, Skills, and Abilities:

Must possess an extreme attention to detail. Must have working knowledge of various languages and scripting tools, such as Perl, Python, SQL, Javascript. Must have a solid understanding of and experience with secure network architecture and VLAN segmentation; experience configuring Windows Server domains, Group Policy Objects, firewalls, and Virtual Machines; and ability to understand, maintain, and modify interconnections with other campus information systems (SAP, Elucian Banner, CBORD CS Gold). Experience with WordPress/Gravity Forms, Adobe Acrobat Pro desired.

Preferred Knowledge, Skills, and Abilities:

Several years of experience with networking, programming, database administration, systems configuration and integration, and pc troubleshooting required.

Education/Experience:

Bachelor’s Degree in Information Technology (IT) or a related field and three (3) years of experience, or six (6) years of experience with networking, programming, database administration, systems configuration and integration, and personal computer (pc) troubleshooting. Progressively responsible supervisory experience in managing staff and IT projects/processes.

Parking and/or transportation experience preferred.
