DEPARTMENT DESCRIPTION

Information and Educational Technology (IET) often acts as a technology consultant and project manager to the campus and individual departments. The objective is to advise the campus as to the appropriate application of technology in solving business problems, and to manage critical campus projects which implement information technologies.

The IET PMO has extensive influence on campus-wide technology efforts by virtue of contributions to the campus in the use of technology; participation in initiatives with significant technology policy implications; management of complex technical projects; participation with business units on product/solution surveys; and participation in RFP and RFQ processes related to campus computing.

The mission of Information and Educational Technology (IET) is to create and support an information technology environment that enhances the ability of the UC Davis community to teach, do research and provide public service. JOB SUMMARY

Under the general direction of the Chief of Staff, this leadership position is responsible for providing oversight, operational management and project management as the Manager – IET Project Management Office (PMO). The PMO Manager will lead the campus central IT PMO. This includes, defining and maintaining standardized processes related to project management; managing multiple project managers and projects implemented across multiple programs to these standards and using key performance indicators to track progress and overall project success; establishing and maintaining a framework and methodology, aligned with strategic goals and organizational priorities, for project portfolio management within the organization. Develop and implement effective processes for communicating project information to IET and campus stakeholders.

This position supervises the PMO staff and programs providing performance management, training, project oversight, leadership, and mentoring. Manage and enhance PMO processes, standards and quality of delivery.

This role acts as a project manager and analyst by analyzing the suitability of proposed and in-progress IET and campus projects, participating in recommendations for the organization and construction of project deliverables and services, and managing the change management and implementation of chosen solutions.

This position must work cohesively with departmental level leadership to ensure success and is responsible for monitoring the effectiveness, development, and execution of major projects. This position interacts directly with VCs, AVCs, VPs, Directors, Managers & other clients to address their needs effectively.

QUALIFICATIONS

Required:

  • Extensive experience as the sole technical project manager leading a variety of project teams through development, implementation and execution of complex IT proejcts to completion, including developing planning documents appropriate to the situation; developing budget, resource, test, implementation, qualiy assurance, contingency, risk management plans; developing and applying project methodologies appropriate to the situation.
  • Experience leading or supervising a team, including hiring, transfer, terminating, recalling, promoting, assigning, rewarding and disciplining employees.
  • Experience establishing expectations and holding staff accountable for work effort and accountable to project management methodologies to guide the development, monitoring, testing, resource management, and implementation of a wide variety of technical projects.
  • Experience defining and implementing project management and project portfolio management standards, identification and assignment of portfolio components, and project prioritization.
  • Experience applying a variety of project methodologies, including waterfall and agile, and their application to a variety of project types.
  • Technical knowledge of architecture and tools for the following: software application development; web services; security services; workflow technology; data repository services; client-server technology; cloud-based technologies; desktop technology; file services; directory services; and business process analysis.
  • Knowledge of and experience with project management and project portfolio management standards, processes, tools and techniques appropriate for a variety of project types, sizes and complexities.
  • Written and verbal communications skills to communicate to various levels of knowledge and management levels.
  • Skills to tailor presentations to a wide variety of audiences, including executive management.
  • Skills to present complex concepts and recommendations such that decisions can be made.

Preferred:

  • Bachelor’s degree in science or technical discipline, with an emphasis in technology management or information management or an equivalent combination of education and experience.
  • Experience supervising other project managers in executing a portfolio of complex IT projects across an organization.
  • PMP Certification, CSM certification and ITIL certification. ProSci Change Management qualification a plus.
  • Experience with Planview, Smartsheets, ServiceNow PPS, or other project portfolio management tools.
  • Demonstrated experience applying servant leadership principles such as resiliency, integrity, honesty, courage, political acumen, energy, humility, empathy, stewardship, commitment, sensitivity and community.
