Manage and coordinate project activities that cross and integrate between campus
divisions including but not limited to quality initiatives, business process improvement and/or change projects, information technology
projects, and campus collaborative initiatives. The Project Manager will directly lead the development of and manage the execution of plans,
schedules, budget, communication, status reports, and deliverables for multiple projects; ensure project tasks, timelines, scope, and
resources are properly maintained, and provide general oversight and leadership to project teams comprised of Information Technology
Services (ITS) staff, campus administrative staff, faculty and students, vendors, consultants, and external agencies for the successful
execution of project activities. This includes resolving conflicting priorities in project scope and schedule, tracking performance against
objectives, developing corrective strategies when exceptions occur, and contingency planning and execution. Additionally, will provide
change management plans, processes, and tools to support CSUCI change initiatives. Serves as a liaison between technical teams, departments,
management, campus staff, and faculty and must have organizational, communication, and leadership skills and expertise with project
management principles. Must demonstrate professionalism in all situations and create high functioning and successful project teams.
Additionally, must have a positive attitude, be proactive, organized, and bring focus to a wide range of project tasks to achieve
objectives. In the matrix-managed work environment, work closely with, and at times take direction from, managers that the incumbent does
not directly report to. As a member of the Project Management Office, participates in the PMO commitment to increase the overall project
management competency within the CSUCI by providing project management support, mentoring, and training to CSU staff at campus. Assists in
the development and implementation of the project management methodology, including standards, practices, templates, and tools to be
utilized on CSU projects. Upon request, the Project Manager provides project management support to CSUCI committees, steering committees,
focus groups.

Responsibilities under the general direction of Interim Assistant Director of IT Strategy, Project Manager

  • Develop and implement project strategies that align with the CSUCI mission through communication and collaboration
    with project stakeholders.
  • Establish, manage, and collaborate with technical, functional, and academic project teams comprised of
    ITS staff, directors, managers, project leads, analysts, application and data warehouse developers, web designers, DBAs, technical and
    support personnel, business managers, business analysts, users groups, functional experts, outside contractors and vendors; functional
    business teams comprised of Chancellor’s Office and campus-based employees, staff, faculty, and students.
  • Develop preliminary and
    detailed work effort estimates; develop and maintain the Project Scope Document, the Work Breakdown Structure (WBS), the detailed Project
    Schedule, and Communications and Change Management Strategy and Plan and Risk Management Plan.
  • Conduct project risk assessments and
    contingency plan execution; develop and implement change management strategies and plans; schedule & lead project status meetings;
    document and track meeting action items, decisions, and issues; escalate issues as appropriate; communicate project goals, objectives,
    issues, and status; track and control project tasks and milestones; contribute to continual process improvements by soliciting feedback from
    project stakeholders, capturing lessons learned and implementing solutions; contribute to business process improvement efforts; coordinate
    and maintain close contact with management for escalating decisions, resource assignments, recommending and implementing procedural changes;
    coordinate activities with project leads and other functional and technical staff from the Chancellor’s Office and campuses, external
    agencies and other staff throughout the CSU.
  • Develop Post Implementation Review Reports as required.
  • Develop high-level
    and detailed project plans, including contingency strategies and project schedule, communication, issues, change, acceptance, and quality
    management plans
  • Develop project risk management plans, including contingency planning, conduct project risk assessments, and
    contingency plan execution
  • Assist with Project Portfolio management and processing of new project requests.
  • Develop and
    implement change management strategies and plans.
  • Communicate project goals, objectives, issues, and status.
  • Track and
    control project tasks and milestones.
  • Contribute to continual process improvements by soliciting feedback from project
    stakeholders, capturing lessons learned, and implementing solutions.
  • Coordinate and maintain close contact with management for
    escalating decisions, resource assignments, recommending and implementing procedural changes
  • Coordinate activities with project
    leads, other division’s functional and technical staff, staff from the Chancellor’s Office, and external agencies.
  • Provide
    support to various CSUCI and project advisory and steering committees.
  • Maintain contact with outside consultants, vendors, the data
    center, and regular interaction with other application software clients, service providers, and professional associations.
  • Coordinate the recommendation, development, implementation, and maintenance of CSUCI business processes and procedures.
  • Assist
    in developing, implementing, and maintaining the PMO portfolio and project management methodology, including standards, practices,
    templates, and tools to be utilized on PMO projects.
  • Undertake special projects and assignments as directed.
  • Assist with
    the project management and change management training and mentoring of CSUCI staff.

This Position Requires Qualifications:

  • Bachelor’s degree required (in relevant discipline)
  • 4 +
    years of information technology project management experience required.
  • PMP certification (if not PMP certified, willing to obtain
    certification within one year) The Project Manager should demonstrate the following required skills and competencies:
  • Strategic
    thinking to capture, analyze project requirements, create foundational project documents (charter, communication plan, project Scope,
    requirements document), develop contingency plans, and analyze impacts of changes to the project scope, budget, and timeline.
  • Excellent communication skills to communicate to all levels within the organization; will present project updates to executive leaders,
    steering committees, user groups, etc.
  • Detail-oriented to capture, track, and escalate project tasks, issues, risks, and
  • Able to lead teams in a collaborative style by gathering input from stakeholders through active listening and respect of
    opinions and establishing trust.
  • Able to facilitate complex discussions with varying opinions arriving at agreeable
    solutions/decisions via compromise.
  • Adaptability and flexibility to quickly change course and priorities as needed.
  • Problem-solving to get to the root cause of an issue and implement corrective actions.
  • Awareness of cultural and political
    climate to facilitate discussions and craft appropriate messages.
  • Demonstrated ability to create detailed, meaningful project
    documentation and user-friendly training curriculum and materials.
  • Demonstrated ability to evaluate major software purchases.
  • Working knowledge of a wide range of existing and emerging information technology models, standards, technologies and tools, including
    PMI Project Life Cycle, SDLC, web (HTML), accessibility (WCAG2, Section 508), and information security.
  • Experience with
    facilitating communication using social media and mobile channels preferred.
  • Detailed, functional knowledge of document imaging,
    document management and paperless workflow systems preferred. Experience with business process analysis preferred.

Preferred Qualifications:

  • Higher education experience preferred.
  • Change management experience
  • Higher education project management experience preferred.
