Job Summary:

The Vice President, IT Software Engineering will lead teams of Information Technology (IT) professionals delivering IT systems and services in a technologically sophisticated, high performance, high availability (24 x 7), high demand, and high reliability (24 x 7 campus) environment for a company that must meet Sarbanes-Oxley requirements for a public company with annual growth exceeding 20%. IT is strategic to online education. The Vice President, Software Engineering will partner with the Executive Vice President and Chief Technology Officer (EVP/CTO) and IT Vice Presidents in developing the American Public Education Inc. (APEI) IT strategy, budgets, and plans necessary to support the APEI and it’s affiliates business plans. The VP, IT Software Engineering will have primary responsibility for leading the APEI and affiliates, IT applications organization to provision high quality application delivery and support services.

Primary Responsibilities:

Strategy & Planning

  • Participates in IT strategic and operational planning to achieve APEI and affiliates goals by fostering innovation, prioritizing IT initiatives, and coordinating the development, deployment, and management of current and future IT systems across the organization.
  • Fosters the adoption of market leading technology and application solutions as differentiators for the Universities.
  • Develops and maintains an appropriate application organizational structure that supports the needs of the Universities.
  • Establishes application departmental vision, goals, objectives, and operating procedures.
  • Develops and monitors operating and capital budgets.
  • Ensures that applications meet business requirements and systems goals and fulfill Universities end-user requirements.
  • Ensures application development is integrated, coordinated, and consistent with Universities technical standards.
  • Reviews and analyzes existing application effectiveness and efficiency and develops improvement strategies where needed.

Operational Management

  • Researches and makes recommendations on software products and services to support organizational goals and objectives.
  • Ensures that all new applications and solutions meet functional requirements, enterprise standards, and compliance related requirements; e.g. Family Educational Rights and Privacy Act (FERPA), Americans with Disabilities Act of 1990 (ADA), Section 508 of the Rehabilitation Act of 1973, Higher Education Opportunity Act of 2008 (HEOA).
  • Ensures that most, if not all, student and faculty facing applications are accessible by users using multiple devices, e.g., pc’s, tablets, smart phones and web TVs and are compatible with RIM, iOS, Android and Windows operation systems.
  • Builds and leads project teams to ensure customer expectations are met or exceeded.
  • Defines, deploys, and maintains standard application development processes and tools that enable the delivery of high quality applications.
  • Leads development of Service Level Agreements (SLAs) with customers for IT services. Establishes appropriate metrics and reporting processes to ensure SLAs are achieved. Provides comparison and cost analysis regarding third-party solutions to be integrated into existing services.
  • Serves as a member of the IT Leadership Team, working to deliver mission critical software services.
  • Manages the effective delivery of tier 2 and 3 application system support services.
  • Develops a culture of continuous improvement and an environment that fosters staff growth and development.
  • Cultivates, disseminates, and enforces functional policies, procedures, and quality assurance best practices.
  • Develops and manage departmental budgets.
  • Performs other duties as assigned.

Required Education and Experience:

  • Requires a Bachelor’s degree in Computer Science, Information Systems, Business Administration, or in any engineering field.
  • 10 ten years’ experience as IT Manager, Technical Lead or in a related position. Experience must include managerial experience in IT with a focus on application development, deployment, and management; and experience working in an online intensive B2C industry. Experience in IT planning, organization, and development.
  • Strong knowledge of business processes, management, project budgeting, and business office operations.
  • Experience directing the development, implementation, and management of software solutions.
  • Experience managing the development and support of high availability, secure, and high usage Web based applications in Java environments.
  • Experience integrating custom, packaged, and open-source applications using Web services.
  • Strong knowledge of system and software quality assurance best practices and methodologies.
  • Excellent understanding of project management principles.
  • Knowledge of database design and file management techniques.
  • Demonstrated ability to apply IT best practices in solving business problems.
  • Strong understanding of performance management principles, practices, and procedures.
  • Experience in all aspects of Web development; experience with Adobe CQ5/Adobe Experience Manager (WEM); Experience designing, deploying, and managing Web analytics solutions.
  • Track record for delivering several large projects on time using internal staff and consultants.
  • Thorough knowledge and experience developing and working with enterprise architecture, automation and Content Deliver Networks (CDNs).
  • Thorough knowledge of application servers like Apache Tomcat and products like IBM WebSphere ESB that integrates applications and services.
  • Knowledge of enterprise monitoring tools like Zabbix.
  • Expertise with automation programs such as Hudson and Jenkins, build utilities like Apache Maven, performance testing such as JMeter, and team collaboration programs such as Jira and Confluence.
  • Proven leadership ability: ability to set and manage priorities judiciously;

Work Environment, Physical Demands, and Travel:

  • Standard office environment in Charles Town, WV and Columbia, MD.
  • Can be remote with a need from time to time to travel to the Main headquarters in Charles town WV, as well as travel to affiliate offices.
