Job Summary:
The Chief Information Officer (CIO) leads the technology and digital enterprise for the university. The CIO is responsible for the vision, strategy, and resource planning to support academic, student experience, and administrative priorities and operating needs. Areas of responsibility include leadership and oversight of project implementation and service oriented operational excellence for the department of Information Management and Technology, which includes:

  • Information Security, Networking, and Communication
  • Academic Technology and Support Services
  • Institutional Systems and Architecture
  • Business Intelligence and Data Engineering

The CIO builds and sustains effective partnerships and collaborations with academic, student service, and administrative departments, and leads effective Information Technology and Data Governance structures. In consultation with university leadership and faculty, the CIO will provide technologies and support services for online and classroom instruction. The CIO will improve the reliability and performance of core technologies, expand support for hybrid and in-person instruction and optimize the use of administrative systems for both efficiency and delivery of robust data analytics. The CIO and the IT organization will partner with students, faculty and staff to identify and explore innovative ways to use technology and data to further the University’s mission and goals in ways which balance and respect the institution’s culture.

A direct report to the Senior Vice President for Finance and Administration, the CIO advocates for UNC’s total technology, digital, and data needs; advises campus leadership on significant IT investments; and designs appropriate policies to manage technology and information security risk. The CIO leads the development and implementation of a technology sourcing strategy that leverages collaborations to optimize information technology services. The CIO leads an IT organization that maintains high levels of performance and provides opportunities for IT professionals to increase their skills and contributions to the university.

Successful candidates must exhibit the leadership qualities and experiences to enable the division of Information Management and Technology to support the University in its commitment to providing students with a transformative education. Key leadership capabilities include:

Set Direction

  • As a senior University leader, contribute to the strategic direction of UNC and champion entrepreneurial thinking and fiscally effective practices.
  • In collaboration with the Information Management & Technology’s (IM&T) leadership team, and in consultation with governance groups, set direction for the department consistent with UNC’s strategic goals and digital priorities.
  • Lead the development and execution of a technology plan that is consistent with university planning.

Mobilize Commitment

  • Build positive relationships campus-wide. The ability to listen, synthesize, mediate, lead, explain and communicate at all levels will be critical.
  • Build a cohesive organization and a clear department identity that reflects UNC’s identity.

Minimum Qualifications:
Bachelors degree required. Minimum of 10 years of progressively responsible related experience including 5 years’ experience supervising Information Systems/Computing Services in Higher Education/government or complex nonprofit institution is required.

Preferred Qualifications:
Advanced degree preferred.
The individual should have a working knowledge of the strategic technology issues facing higher education and a broad perspective on leading IT practices in higher education or closely related industries. Successful candidates should be conversant in higher education’s strategic issues and the role of technology in support of teaching and learning. It is preferable that candidates have many of the following experiences:

  • Collaborating with internal and external partners to build an innovative, enterprise-wide digital ecosystem that maximizes value, minimizes silos, and makes the whole greater than the sum of the parts.
  • Have a strategic mindset and the ability to anticipate future trends, adapt to new conditions, and advise stakeholders on better opportunities.
  • Developing and maintaining appropriate policies, procedures, training, and resources to support a robust digital ecosystem across the University, while ensuring the stability and reliability of all production environments.
  • Leading efforts across the institution to improve data governance with a balanced approach toward confidentiality, integrity, and availability of data to increase organizational capacity to effectively use data in decision-making.
  • Championing diversity and inclusive excellence by creating technology services and processes that are inclusive, equitable, and accessible.
  • Developing and implementing IT strategic and financial plans.
  • Providing technology and support services to enable a diverse set of teaching modalities including online and hybrid courses.
  • Supporting improvement in student success outcomes by leveraging technology and analytics.
  • Building a cohesive organization and a clear department identity that reflects institutional identity.
  • Developing effective organizations and creating a culture of service.
  • Leading and managing complex technology deployments.
  • Leading or managing core infrastructure (e.g., networks, data centers, servers, and storage) cost-effectively and with a high degree of reliability.
  • Improving the delivery of IT services including collaborating with internal stakeholders to establish service level objectives, assess performance and continually improve quality.
  • Setting technology sourcing strategies including public and private clouds and managing partnerships with third party providers.
  • Establishing successful processes for project intake and decision-making that engage diverse constituents to identify IT priorities.
  • Overseeing the successful completion of large projects involving significant change to processes and technology.
  • Operating within established budgets and effectively managing large capital and operating budgets. The CIO must be able to manage resources in an environment where the demand is greater than the supply.
  • Developing future IT leaders and facilitating their professional development of the IT workforce.
  • Establishing policies, procedures and personnel assignments to ensure that the university meets both internal and external audit expectations.
  • Identifying and managing technology related risks including those related to information security, privacy, and disaster recovery.
  • Representing the university’s position regarding technology issues to campus constituencies and outside entities.

Salary and Benefits:
Salary is commensurate with qualifications and experience within the proposed, internally equitable range of $177,000 – $200,000. Benefits available include health, dental, vision, life and long-term disability insurance, as well as a selection of several defined contribution retirement plans. Dependents and spouses of UNC Employees who are employed at 0.5 FTE or above are eligible for undergraduate dependent tuition grants of up to 50%. These tuition grants will cover in-state tuition charges. Further requirements may exist. Other benefits may be available based on position.
