JOB DESCRIPTION AND POSITION REQUIREMENTS:

Penn State IT’s Enterprise Systems and Services team is currently seeking a motivated, innovative, and customer-focused IT Manager 3 to lead the Digital Optimization (DO) team. This position will interact with various stakeholders, including executives, subject matter experts, operational users, technical staff, and customers across the university.

The location of this position is flexible and can operate fully remote within the United States, fully in-person at our University Park Campus, or in a hybrid model of both in-person and remote. Standard working hours are in the eastern time zone.

Responsibilities of this position include but are not limited to:

  • Collaborating with stakeholders across the university around the enterprise service offerings in the Digital Optimization team including Docfinity and Adobe Sign

  • Collaborating with cross-functional IT staff for troubleshooting complex issues, learning about new features, tools, and use of various solution implementations

  • Providing direct supervision of and leadership to the DO team

  • Developing documentation, including diagrams, process maps, data structures, business functional and technical specifications, business rules, and training materials

  • Leading conversations and interacting between management and vendors around purchases, roadmaps, security concerns, renewals, contracts, and agreement

  • Providing leadership, direction, and oversight of staff responsibilities relating to document management and reporting

  • Addressing complex issues of diverse scope where analysis of data requires evaluation of a variety of factors

  • Working with team to monitor, troubleshoot, perform risk assessments, resolve complex system issues, and implement workarounds when system issues affect operations

  • Maintaining awareness of accessibility, compliance, and security polices and guidelines.

  • Practicing continuous improvement via feedback from stakeholders, metrics, tool advancements, incorporating suggestions and enhancements, revising documentation, and training individuals

  • Setting priorities and deadlines along with coordinating resources

  • Actively contribute as a member of the ESS management team

  • Displaying a strong commitment to diversity and inclusion

Education and Experience:

This position typically requires a Bachelor’s degree or higher plus four years of related experience, or an equivalent combination of education and experience.

Skills and Competencies:

  • Ability to learn new concepts and processes working in a fast-paced team-based environment

  • Strong organizational, planning, conceptual, analytical, problem-solving, time management, and project management skills

  • Ability to build effective relationships, be adaptable to change, be curious and thoughtful, and be able to handle multiple projects or initiatives.

  • Attention to detail

  • Ability to consult with various audiences from system designers, developers, analysts, stakeholders, and customers to gather requirements.

  • Ability to prioritize business needs, define objectives for requests and operational projects and feasibility of delivery, and effectively translate business and IT concepts across audiences

  • Excellent written and oral communication skills with ability to communicate specialized concepts to various audiences at all levels of technical proficiency
