Job Summary:

The Division of Information Technology Project Management Office (PMO) is seeking a Program Manager to do all this and more for University Health Services (UHS).

The PMO helps individuals and groups achieve their project goals. PMO professionals help define a clear path to project success, identify and resolve issues and conflicts, and keep experts and stakeholders focused on what matters. The PMO is involved in projects both IT-centric and IT-adjacent. 


We play a critical role in the university’s major information and technology efforts. 

Our PMO is responsible for many of the university’s most prominent IT projects, including networking, virtualization, COVID-19 response, and administrative transformation. Recently, the PMO has added the position of ‘program manager’ to the mix of capabilities coordinated by the office taking our services to the next level. 

The PMO is all about collaboration and delivering results. Business analysts, project managers, portfolio managers, program managers, and our campus partners all collaborate to architect, design, and build IT capabilities relied upon by the campus.


UHS is a leader in college health. University Health Services is dedicated to providing high-quality health care and wellness services for students. These efforts contribute to a healthy environment for the entire UW-Madison campus community. UHS’s goal is to promote, protect, and restore the health and wellbeing of the campus community. UHS offers medical, mental health, prevention, and survivor services on top of administrative functions of human resources, finance, informatics, health information management, marketing, and health insurance billing. 

More than 300 people work at UHS, including 100 student staff. In a typical year, UHS provides more than 100,000 patient visits in Medical and Mental Health Services. 


We need an experienced professional who can collaboratively create and advocate for the current and future IT needs of University Health Services. UHS is undergoing a massive IT upgrade process spanning hardware, software, identity (active directory), hardwired networks, wireless networks, data center, server hosting, application hosting, business function review, and more. Technology will support the mission and vision of UHS as it works to take care of the health needs of our campus. 

Your work will further and communicate that vision, working closely with university stakeholders and taking into account the complexities that are part of a large, highly decentralized, R1 campus. You will need to build collaborations and trust, understand leadership vision, and propose a course for our future.

Our group of program managers are a small but sophisticated team. Our relative size means everyone fully participates in the work.

We need you to set the course for the future of information technology supporting University Health Services. We need you to strategize with our stakeholders, understand the dependencies across the organization, and articulate our future. Most critically, we need you to be passionate about IT serving UHS needs, identifying and advocating for the providers, nurses, mental health professionals, and staff of UHS. We need you to thrive in building collaborations and designing solutions to IT challenges. We need you to take initiative, to provide both daily leadership and big picture vision, and to crave learning new things.

Provides advanced technical, analytical, and strategic guidance for information technology (IT) projects. Manages vendor workflow and deliverables for complex, enterprise-wide projects and facilitates project status communication to clients to support IT developments necessary for mission related functions.

  • 25% Serves as a main point of contact for clients in the development and implementation of complex and enterprise-wide projects
  • 40% Provides advanced technical and analytical guidance to project teams. Identifies and estimates tasks and applies established project management, process improvement, and budget and cost analysis methodologies to drive project completion
  • 15% Schedules and facilitates communication for the integration of vendor workflow and tracks and reviews vendor deliverables for complex, enterprise-wide projects
  • 15% Drafts and delivers project status communications and reports
  • 5% Participate in internal and external associations and professional development opportunities relevant to project, strategy, and organization change management

Bachelor’s Degree


* Seven years or more project management experience working with diverse, cross-functional project teams comprised of functional stakeholders and technical personnel to implement large, complex information technology projects.
* Proven leadership skills building highly effective and cross-functional teams, developing commitment and consensus, and inspiring and motivating team members to achieve goals and objectives.
* Experience managing a variety of project tasks, such as prioritizing and planning work activities, setting appropriate deadlines to complete activities, managing vendor relationships, identifying and managing risk, monitoring and controlling budget, and effectively managing team time and resources.
* Excellent communication, presentation and interpersonal skills as demonstrated through, a variety of information sharing mediums, and established trust and mutual respect with stakeholders and team members.
* Experience managing project teams of 10+ members, both remote, in person, and hybrid.

* Experience working in higher education
* Operational and information technology experience related to health care organizations, particularly in a clinic setting dealing with protected healthcare information
